Digital transformation is often framed as a technology decision: which platform to buy, which system to replace, or where to introduce artificial intelligence.
For senior leaders, however, the more important question is whether their organisation can absorb that technology and turn it into value. This was the central theme of our latest Executive Education Insight Series event. The session explored how organisational capability has become one of the main constraints on digital transformation.
Technology changes quickly but organisations take longer
The story began only a few hundred metres from where our event took place. On 21 June 1948, the Manchester Baby ran the world’s first stored program, an experiment that laid the foundations for modern software.
Since then, computing has moved through successive waves: from scarce, centralised systems used in the back office, to personal computers on every desk, to the connected web that reshaped whole markets and business models. Today, AI and automation are reaching even further into everyday decisions and workflows.
Each wave has spread more quickly than the last and moved closer to the core of how organisations operate. Generative AI has accelerated this pattern because adoption often starts with employees rather than a centrally managed technology programme, meaning staff may begin using new tools before leaders have agreed a policy, assessed the risks or redesigned the work around them.
This creates a familiar gap between access to technology and the value it eventually produces. New tools rarely deliver their full benefit on their own; organisations also need to redesign processes, develop skills, clarify responsibilities and help people change established ways of working. Without that investment, even sophisticated technology can sit on top of weak foundations.
Put capability before technology
For leaders, the best response is to shift the starting point of transformation. Rather than beginning with the question of which technology to buy, they should first ask what their organisation needs to be consistently good at.
This is sometimes described as absorptive capacity: the ability to recognise the value of new knowledge, assimilate it and apply it. It develops over time through investment in people, data, processes and leadership, and it cannot simply be purchased alongside a new system.
Responsibility for transformation must also extend beyond the technology function. Digital change affects jobs, professional identities, decisions and habits, which means frontline colleagues and middle managers can have as much influence on adoption as technical specialists and board sponsors.
Culture should be visible in behaviour
Culture is often treated as a background condition that can either help or hinder transformation. A more useful view is to treat it as a capability that leaders can describe, assess and develop.
In a mature organisation, people should feel safe to talk openly about failed pilots, near misses and inconvenient evidence without putting their careers at risk. Managers should also be able to explain the purpose of a change while acknowledging the temporary drop in productivity that often comes with new ways of working.
These behaviours provide a more meaningful test of culture than broad statements about embracing innovation. If leaders cannot point to visible examples of the culture they want to create, they will struggle to know whether it is changing in practice.
A six domain test of digital maturity
Maturity describes how reliably an organisation can do the things that matter. A simple scale can help leaders move beyond ad hoc activity, where results depend on individual effort, towards managed and continuously improving capability.
Leaders can assess readiness across six connected domains:
Strategy and leadership - Is the digital ambition tied to the wider business strategy, and are leaders sufficiently fluent to govern it?
Culture and change - Can the organisation experiment, learn from intelligent failure and make new ways of working stick?
Workforce and skills - Is there a baseline level of digital literacy across the workforce, alongside the specialist expertise the strategy requires?
Process and workflow - Are important processes documented, owned and measured before the organisation attempts to automate them?
Data and infrastructure - Can people trust the data, do systems work together and can information move safely at the required pace?
Governance and assurance - Are decision rights, risk appetite and responsibility for benefits clear, including accountability for consequential uses of AI?
A maturity assessment does not need to begin as a large consultancy project. A leadership team can start by scoring each of the six domains from one to five, then testing every score against three practical questions: Can we evidence it? Is the capability repeatable if a key person leaves? Is a named leader accountable for improving it?
Running the exercise separately with the executive team and with colleagues who do the work can be especially revealing. The gap between their scores may expose assumptions that would otherwise remain hidden.
Governance must keep pace with adoption
As the use of technology grows, so does the potential impact of weak governance. Leaders need to decide where human judgement remains mandatory, what data employees may enter into tools and how outputs will be checked.
Organisations do not need to invent a governance approach from scratch. Several frameworks are already available, including the NIST AI Risk Management Framework, which offers a free structure for identifying and managing AI risks.
The aim should be governed use rather than invisible use. Clear boundaries, approved tools, practical training and routes for escalation make responsible adoption more achievable, while still allowing people to explore where technology can add value.
Leadership development multiplies capability
For digital transformation to be successful, everyone needs a basic understanding of data, digital tools and secure behaviour. Organisations also need deeper expertise in areas such as data engineering, cybersecurity, AI assurance, product management and change. At board and executive level, leaders need enough fluency to challenge an AI business case, question a supplier’s claims and accept responsibility for risk.
Leadership development can help connect these layers. When leaders learn together, they gain a shared language for discussing maturity, value and risk; and when development focuses on live transformation challenges, learning and delivery reinforce each other. Those leaders can then model new behaviours, make better investment decisions and support colleagues through change.
This is particularly important as a generation raised with the web at their fingertips since birth enters the workforce. Younger employees may adopt tools quickly and learn independently, but this does not automatically provide data judgement or security awareness. At the same time, experienced colleagues may bring judgement and organisational knowledge while benefiting from exposure to newer tools, creating an opportunity for two-way mentoring that helps both groups develop.
Prepare for the next wave before it becomes clear
Generative AI is already assisting with writing, analysis, coding and service interactions. The next stage is likely to involve agentic systems that can carry out multi-step tasks and interact with other systems. Beyond that, embodied AI and robotics will bring intelligent automation further into logistics, inspection, agriculture, care and other physical work.
The precise timeline for these developments remains uncertain, but the direction is clear enough for leaders to act. As systems gain the ability to do more than generate answers, documented processes, decision rights and assurance will become even more important.
In 1948, nobody working on the Manchester Baby could have predicted the digital economy that followed. Leaders today do not need to predict every technology that will shape the next 25 years either. Their task is to build organisations that can keep learning, adapting and using whatever comes next responsibly.
